ZTE caught us by surprise today, outing a Snapdragon 800-infused version of the Grand Memo at its MWC 2013 presser. The device, which still features the same 5.7-inch 720p display, 13-megapixel rear camera and 3,200mAh battery, is nearly indistinguishable from the other variants we've seen. But for this go-round, ZTE's added in Dolby Digital Plus Surround for a superior audio experience and an extra GB of RAM.

Its external chassis may have remained the same -- plasticky and lightweight -- but the difference in this 8.9mm thick Memo's real-world performance is immediately noticeable. OS actions on the skinned Jelly Bean UI don't just zip, they now quite literally fly -- truly, this device is deserving of the long-deceased "beast" moniker. Although international tradeshow WiFi connections are typically dreadful, we did manage to successfully run the Sunspider benchmark to get a quick taste of its rendering performance. The result? The Grand Memo notched a score of 1,186.7ms -- an unimpressive result when contrasted with the Tegra 4's 499ms (as derived from a reference tablet).

As for ZTE's MyFavorite UX layered atop Android 4.1.2, well, we're pleased to say it yields some neat animations. The entire homescreen, including widgets, revolves with a smooth 3D effect that just imbues the handset with a special "feel." It's a shame then that the Memo's encased in a less than premium shell, as it creates a disconnect between the smoking internals and humdrum exterior. But with a newly announced commitment to building its brand (a sentiment popular with Chinese OEMs as of late), this particular Memo is proof positive that ZTE's serious about raising its profile and consumer perception.

You won't be seeing this Grand Memo hit US shores anytime soon -- it's a China and Europe-only affair for now. So while you wait (and hold onto hope), check out our video tour after the break.

It does not discriminate.

It runs across all race, gender, sexual orientation, ethnicity, religion, nationality, geography, age and social-economic lines.

No one is above it.

No one is immune to it.

And no one deserves to be abused.

Did you know that the prevalence of dating violence among LGBTQ (gay, lesbian, bisexual, transgender, questioning) adolescents is similar to that of heterosexuals?

The truth is that 1 in 3 teens and young adults (straight, gay, bisexual...anyone) experience some form of dating abuse.

In many ways, domestic violence in LGBTQ relationships is the same as in opposite-gendered/ heterosexually-paired relationships and includes but not limited to: emotional abuse, sexual abuse, digital abuse, financial abuse, physical abuse, and stalking.

It is a myth that LGBTQ battering is mutual.

Resources for LGBTQ is limited, and gay/bisexual/transgender men who are in an abusive relationship have much more difficult time finding support than those in a heterosexual relationship.

Because the LGBTQ community is small in many areas, anonymity is not an option for many.

There are many obstacles that LGBTQ individuals face such as: Shame and embarrassment--an abuser may use this against his/her partner to exhibit control and power. Fear of not being believed--a victim may worry about not being taken serious if he/she reports the abuse because of common stereo-types like abuse is mutual, it just doesn't occur, or can only happen to a female in a heterosexual relationship. Fear of retaliation, harassment, rejection, or bullying. Lack of knowledge of legal protection--many victims may not be aware that they have legal options for protection -- including obtaining restraining orders.

Regardless, everyone deserves a healthy relationship and everyone needs to know that there is help and resources out there.

'Parade's End' keeps British TV invasion going

LOS ANGELES (AP) ? Tom Stoppard is sitting on the patio of a Sunset Boulevard hotel, bathed in California winter sunshine, framed by bamboo landscaping and looking very much out of his element in Hollywood.

The acclaimed British playwright professes to feeling that way as well, despite having pocketed a Writers Guild of America lifetime achievement award the night before for his screenplays, including the Oscar-winning "Shakespeare in Love."

"I was always nervous coming here. The first time I was terrified," he said. "I'm trying not to sound nauseatingly self-deprecating, but I don't think of myself as being a terrific screenwriter or even a natural screenwriter."

Combine that, he said, with the local entertainment industry's perception that "I'm some different kind of animal," a high-minded artist to whom the words "intellectual" and "philosophy" are freely applied.

But if Hollywood can be forgiven anything, it should be that. Stoppard has created a remarkable wealth of two dozen-plus plays, including "Rosencrantz and Guildenstern Are Dead," ''Travesties" and "The Real Thing," and he's counting on more.

He looks like a proper man of letters, with unkempt gray hair, a comfortably unstylish cardigan and a delicately shaped mouth that hesitates, slightly, before dispensing exacting thoughts on the art of writing (without pretension: he relishes a snippet of "Ghostbusters" dialogue.)

Stoppard also is the master behind "Parade's End," a five-part HBO miniseries (airing Tuesday through Thursday, 9 p.m. EST) that was lauded by U.K. critics as "the thinking man's 'Downton Abbey'" after its BBC airing.

Adapted by Stoppard from a series of novels by British writer Ford Madox Ford, "Parade's End" features rising stars Benedict Cumberbatch ("Sherlock Holmes" and the upcoming "Star Trek" movie) and Rebecca Hall ("Vicky Cristina Barcelona") in the juiciest of roles.

Like PBS' "Downton Abbey," it's set in the early 20th century among aristocrats and encompasses World War I's shattering effect on the social order. Romance is provided by the triangle of Cumberbatch's tradition-bound Christopher, his unfaithful wife, Sylvia (Hall), and a suffragette (Australian newcomer Adelaide Clemens). The uniformly impressive cast includes Janet McTeer, Miranda Richardson, Roger Allam and Rupert Everett.

Stoppard rejects the oft-made comparison to PBS' "Downton" as unfair to it and its writer-creator, Julian Fellowes: "I was embarrassed by it because it's so condescending of Julian's work. He's a good writer and he's done a superlative job," he said. It's also a misguided comparison because "Downton" is heading toward season four and "Parade's End" is "five episodes and that's it, forever."

The self-effacing Stoppard leaves it at that. But there's a wider gap between the two: "Downton" is an easy-to-digest soap opera, while "Parade's End" is a challenging, nuanced view of a slice of British society and a set of singular characters, all dressed to the nines in the heady language of literature.

"There's a wonderful richness to the language and a beauty, which I think is the brilliance of Tom Stoppard, and also this very beautiful language of Ford Madox Ford," said director Susanna White.

The heedless, acid-tongued Sylvia has dialogue to relish, something Stoppard cannot resist.

"The line I like best comes straight from Ford: (the public) likes 'a whiff of sex coming off our crowd, like the steam on the water in the crocodile house at the zoo,'" he said, adding gleefully, "What a line!"

Although careful to credit the novelist with that particular zinger, Stoppard said "Parade's End" is the first adaptation in which his dialogue and that from the original text have become intertwined in his memory.

He attributes that to the year he spent forming Ford's intricate novels into a screenplay, often crafting original scenes, and the several more years he spent helping bring the series to fruition with the producers and White ("Generation Kill").

"It's the closest thing to writing a play which isn't a play that I have ever been involved with," he said.

The stage has been the Czech-born Stoppard's chief occupation since leaving journalism in his 20s. But he's made a number of detours into film, either as a screenwriter or a behind-the-scenes script doctor. His latest big-screen project is the adaptation of "Anna Karenina" with Keira Knightley.

Stoppard's insistence that he isn't an outstanding scriptwriter stems, in part, from his reticence. Then there's what he calls the differing "schools of eloquence" represented by film and plays.

"I envy and admire movies which are eloquent without recourse to long speeches," he said, citing several lines to illustrate his point. One comes from "The Fugitive" ("I don't care," Tommy Lee Jones says after Harrison Ford insists he didn't kill his wife), another from "Ghostbusters."

Bill Murray is confronted by "this kind of Amazonian ghost goddess, spooky thing, and he goes, 'This chick is toast,'" Stoppard said, with a delighted smile.

"It's the sense that precisely the right words have been uttered," he explained.

That's how fellow scribes feel about him. One L.A. film and TV writer said she regularly rereads the famed cricket-bat speech from "The Real Thing," about the challenge of writing, for joy and inspiration: "If you get it right," the character Henry says, "the cricket ball will travel two hundred yards in four seconds, and all you've done is give it a knock like knocking the top off a bottle of stout, and it makes a noise like a trout taking a fly. What we're trying to do is to write cricket bats, so that when we throw up an idea and give it a little knock, it might travel."

For now, the right words for Stoppard would be those of a new play, the first since "Rock 'n' Roll" from seven years ago. He has no regrets about immersing himself in "Parade's End," but is ready for the solitude needed to find the right story for the stage.

He used to steal away to a house in France until the air travel became too much. Now he makes do with a "small, shabby cottage an hour-and-a-half from London, which in theory is supposed to be my French house. But it's not far enough away" to evade commitments, social and otherwise. ("I'm Mr. Available," he laments.)

It's welcome assurance to hear the guild lifetime award he received Feb. 17 doesn't signal a halt for Stoppard. It did pull him up short, at least briefly.

"I was quite surprised. Though I am 75, so I shouldn't be surprised. But I haven't thought of stopping yet."

Dana White says he?d support a gay male fighter and would ?fix? any potential discrimination

ANAHEIM, Calif. ? When she steps into the cage at UFC 157 this weekend, Liz Carmouche will be the first openly gay fighter in the UFC.

To date, no male UFC fighter has come out of the closet. UFC president Dana White, however, said he knows how he will react ?not only if a male fighter comes out, but also if his opponent would threaten to refuse a fight against a gay athlete.

"Most of the guys that are in this sport are really good people," White said during Friday's question and answer session. "I honestly don't see a situation where that would happen, but if it did, I'd fix it."

White has been criticized by gay groups in the past for using homophobic language, which he discussed.

"Some of our guys, and I have said some things that make it look like we're homophobes," White said. "But we're not, and we've apologized."

No active athletes in in the four major sports have come out of the closet. Some athletes, like the NBA's John Amaechi, came out after retirement.

It appears, however, that attitudes are changing in the athletic world. Just this week, NFL quarterback Tim Tebow pulled out of a speaking engagement at a church led by an anti-gay pastor.

BATON ROUGE ? Lonnie J. Dore, former vice president of sales and vice president of information technology with Kellogg?s, has been appointed to LSU University College?s Advisory Board.

I truly do not think I would have been half as successful without gaining my experience and education from our great university. Indigenous Women In Mexico Call For An End To Domestic Violence

A group of indigenous rar?muri women in Sierra Tarahumara, north of Mexico, have launched a campaign to stop the increasing violence they face daily, which in many cases is culturally accepted in their communities and involves physical, verbal, psychological and sexual aggression.

They are known as "las multiplicadoras" ("the multipliers") and their mission is to raise consciousness by educating men and women from the mountains of Chihuahua to reverse the pattern of abuse, program coordinator Vianney Salas said in an interview with Univision?s ?Primer Impacto.?

"They come out different," Salas said. "They come out of this program understanding the right to have a life free of violence."

According to various studies, it is estimated that 90 percent of women in these communities have suffered some form of violence.

"I thought it was normal to be worth less than men," an indigenous woman said on the Univisi?n show. "I understand now that I have rights."

General director of the Chihuahua Women's Institute, Emma Lobera Salda?a said rar?muri women are being trained in violence prevention in over 30 different communities in the Sierra Tarahumara, and have more than 15 Tarahumaran volunteers dedicated to help increase knowledge about these issues among other females.

Meanwhile, the International Indigenous Women's Forum has worked since 1999 with indigenous women leaders representing Asia, Central America, South America, the Caribbean, Africa, North America, Europe and the Pacific regions to stop the growth of this phenomenon.

The organization's international work is based on the deep conviction of the need to coordinate and integrate strategies for the advancement of human rights of indigenous women locally, nationally and worldwide.

In Mexico, the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) warned the issue of violence begins in childhood and in adulthood may result in prostitution, drug trafficking, suicide, school dropout, teenage mothers and other problems.

Mexican government figures revealed that in 2010 at least 329 girls under 18 were killed, one of the highest numbers in a decade. In 2011 approximately 693 girls went to prison for federal crimes, a figure that doubled since 2010. Some 34.6 percent of those criminal cases involved drug possession and consumption.

White House brings out Republican Cabinet member to warn on cuts

WASHINGTON (Reuters) - Struggling to get Americans to take notice of looming spending cuts, the White House brought out the only Republican member of the Cabinet on Friday to argue its case that Congress needs to act soon to avoid a major disruption of air travel across the country.

In a surprise and at times combative appearance at the White House press briefing, departing Transportation Secretary Ray LaHood painted a dismal picture of delayed flights, shuttered control towers and irate passengers from coast to coast if across-the-board spending cuts are allowed to take place under the process known as sequestration.

"Flights to major cities like New York, Chicago and San Francisco and others could experience delays of up to 90 minutes during peak hours," LaHood said. "Delays in these major airports will ripple across the country."

Automatic across-the-board budget cuts totaling $85 billion are set to take effect on March 1 unless Democrats and Republicans come to some agreement to stop or postpone them.

The White House and Democrats in Congress have been ratcheting up a public relations campaign to warn about potential job losses, cuts and disruptions in public services, all designed to prod constituents into pressuring Republicans into submission on the cuts.

Three Republican members of Congress who serve on committees with oversight over transportation called LaHood's assertion's "exaggerations."

The agency was "well positioned to absorb spending reductions without compromising the safety and efficiency" of the flight system, said a statement on Friday by Representative Bill Shuster of Pennsylvania, Senator John Thune of South Dakota and Representative Frank LoBiondo of New Jersey,

Republicans, who have argued that government over-spending is hurting the U.S. economy, have so far rebuffed President Barack Obama's request for a delay. A number of Republican members of Congress have said that while the cuts may be painful, they could be a necessary jolt to wean the nation from excessive government spending.

A Pew Research Center poll on Thursday showed only modest public awareness of the cuts.

LaHood was the first Cabinet secretary brought to the briefing room recently as part of the White House effort.

Asked about that, he said: "I would describe my presence here with one word: Republican. They're hoping that maybe I can influence some of the people in my own party."

LaHood's briefing coincided with the release by his department of a list of smaller airports in congressional districts across the country that would have to curtail operations because of furloughs caused by the cuts.

After days of White House warnings that services like law enforcement and food safety inspections will suffer from the cuts, reporters challenged LaHood repeatedly.

One asked him how was it that air traffic controllers would be furloughed and more than 100 air traffic towers closed if only $1 billion of his department's $70 billion budget was at risk.

"Where I come from, which is central Illinois, a billion dollars is a lot of money, and it's very difficult when you have this kind of, the number of employees that we have guiding planes in and out of airports, to do anything except look at everything," he said.

LaHood's warnings did not worry some aviation experts. George Hamlin, president of Hamlin Transportation Consulting, said his comments "sound like scaremongering."

"This sounds like the proverbial 'The sky is falling' per Chicken Little," Hamlin said.

But LaHood and other administration officials deny they have any discretion in applying the cuts or that they are exaggerating their impact.

"The idea that we're just doing this to create some kind of a horrific scare tactic is nonsense," LaHood said. "We are required to cut a billion dollars. And if more than half of our employees are at the FAA (Federal Aviation Administration) ... there has to be some impact."

'WATCH LINCOLN'

LaHood has a reputation for speaking frankly. In 2010, he told a congressional hearing into a car recall that owners should "stop driving" Toyotas and take their cars back because of acceleration problems. The secretary later described the comment, which hit the Japanese company's stock price, as a "misstatement."

On Friday, LaHood had a recommendation to help stop the sequestration: "I suggest that my former colleagues on the Republican side go see the movie 'Lincoln,' because in the movie 'Lincoln' it shows how hard it was back then to get things done," he said.

"But what Lincoln did was he gathered people around him the way that I believe President Obama is doing by calling Republicans, talking to them, trying to work with them, and when that happens big things get solved," LaHood added.

Obama, who has been criticized by Republicans for not reaching out to them, called Republican leaders in Congress on Thursday to discuss sequestration, but there was little sign of progress toward halting the cuts.

LaHood announced on January 29 he was resigning from the Cabinet as part of a reshuffle at the start of Obama's second term. He will likely take a job in the private sector.

Obama said on Friday he did not believe it was inevitable the cuts would take place. But at an event with Japanese Prime Minister Shinzo Abe, he said such cuts would slow U.S. economic growth, but not likely disrupt world financial markets.

LaHood said his department would begin sending furlough notices to employees on March 1, meaning the effects of the staffing cutbacks would not be felt until the beginning of April.

The national air traffic controllers union urged Congress to avoid the cuts, saying the U.S. air system could ill afford the loss of FAA staff.

"Travelers and users of the national airspace system, from commercial passengers to businesses of all sizes, to the military, will feel the impact of the cuts throughout the spring and summer," National Air Traffic Controllers Association spokesman Doug Church said.

Google intros Chrome photo app that features full-res G+ instant upload, intelligent photo selection

With that glorious high-res display on the Chromebook Pixel, it only made sense that Google released a brand-new photo app to go along with it. In collaboration with the G+ Photos team, Chrome has worked on a new Photos app from the ground up so that it's super-easy to upload, view and share your photos. All you have to do is plug in your camera's SD card into the Chromebook and it'll automatically recognize your pics and immediately start uploading your full-resolution photos to your G+ account -- turns out there's a really good reason the Pixel comes with one terabyte of Drive storage for three years.

Of course, the app is designed with the touch interface in mind, and they've built in social elements like G+'s plusses and comments into the UI. What we find particularly intriguing is that the app also has intelligent photo selection. It will look through your snapshots and will try its best to figure out which is blurry or has bad exposure. When you're ready to create a G+ album of your photos, it'll automatically select what it deems to be your best shots so you can set it up instantly. We talked to a Google representative here, and she said that while the app will be available to Pixel users initially via the Chrome Web Store, it'll eventually roll out to all Chromebooks in the future.

French general urges EU to equip "impoverished" Mali army

BAMAKO, Mali (Reuters) - The European Union should complement a mission to train Mali's army, routed by rebels last year, by providing equipment from uniforms to vehicles and communications technology, a French general said on Wednesday.

General Francois Lecointre, appointed to head the EU training mission to Mali (EUTM) that was formally launched this week, said in Bamako equipping the "very impoverished" and disorganized Malian army was as important as training it.

Europe, along with the United States, has backed the French-led military intervention in Mali which since January 11 has driven al Qaeda-allied Islamist insurgents out of the main northern towns into remote mountains near Algeria's border.

European governments have ruled out sending combat troops to join French and African soldiers pursuing the Islamist rebels.

But the EU is providing a 500-strong multinational training force that will give military instruction to Malian soldiers for an initial period of 15 months at an estimated cost of 12.3 million euros ($16.45 million).

While hailing what he called the EU's "courageous, novel, historic" decision to support Mali, Lecointre told a news conference the Malian army's lack of equipment was a problem.

"I know the Malian state is poor, but the Malian army is more than poor," the French general told a news conference, adding that it urgently needed everything from uniforms and weapons to vehicles and communications equipment.

Last year, when Tuareg separatist forces swelled by weapons and fighters from the Libyan conflict swept out of the northern deserts, a demoralized and poorly-led Malian army collapsed and fled before them, abandoning arms and vehicles.

Mali's military was further shaken by a March 22 coup by junior officers who toppled President Amadou Toumani Toure, sowing division among rival army factions. Islamist radicals allied to al Qaeda later hijacked the victorious Tuareg rebellion to occupy the northern half of the country.

In a fast-charging military campaign led by Paris, French and African troops have driven the jihadists out of principal northern towns like Gao and Timbuktu, and are fighting the rebels in the Adrar des Ifoghas mountains.

HUMAN RIGHTS INSTRUCTION

Flanked by Mali's armed forces chief, General Ibrahima Dembele, Lecointre said he was disappointed that a meeting of international donors last month pledged funds for an African military force, known as AFISMA, being deployed in Mali, but included "very few" contributions for the Malian army itself.

"The European Union needs to invest today in the equipping of the Malian army and not just in its training," the general said, adding he would make this point strongly in a report to EU member state representatives early next month.

Asked how much re-equipping the army would cost, he said it would be "much more" than the 12 million euros of EU financing for the training mission, but could not give a precise estimate.

Starting early in April, the EU mission will start instructing Malian soldiers with a plan to train four new battalions of 600-700 members each, formed from existing enlisted men and new recruits.

Lecointre said the EU training would include instruction in human rights. Demands for this increased after allegations by Malian civilians and international human rights groups that Malian soldiers were executing Tuaregs and Arabs accused of collaborating with Islamist rebels.

The European training contingent is drawn from a range of European countries, but the main contributors would be France, Germany, Italy, Spain and Britain, EUTM officers said.

Mali's army has received foreign training before - several battalions that fled before the rebels last year were trained by the U.S. military and the leader of the March 22 coup, Captain Amadou Sanogo, attended training courses in the United States.

Dembele said U.S. training failed to forge cohesion among Malian units and he hoped the EU training would achieve this.

The United States, which halted direct support for the Malian military after last year's coup, could eventually resume aid if planned national elections in July fully restore democracy to the West African country.

Washington is providing airlift, refuelling and intelligence support to the French-led military intervention in Mali. ($1 = 0.7479 euros)

Rumored HTC handset looks even more like an iPhone 5 in leaked photo

A photo of what is thought to be the next-generation HTC One handset was purportedly leaked to the Web on Friday, showing the smartphone clad in a "slate and black" colorway similar to Apple's iPhone 5.


Codenamed "M7," the rumored handset is slated to launch in Europe and North America next week and takes a number of design cues from Apple's most recent iPhone, including chamfered edges, top and bottom screen "borders," and now what appears to be a black anodized frame.

First spotted by Unwired View, the leaked image yields no additional clues as to the design of the HTC device. A similar photo of the same phone, this time in silver, was seen earlier this month and was thought to be an image meant for members of the press.

As for the device's internal hardware, speculation points to a 4.7-inch full HD display and Qualcomm's 1.7GHz quad-core Snapdragon processor.

Other rumors have pegged the M7 as being HTC's successor to the HTC One, and note a launch will likely take place on Feb. 19. Pricing is expected to be in line with current models, starting at $200 for the 32GB version and moving to $300 for the 64GB iteration.

The flowers are starting to wilt and the balloons are starting to droop. It?s the day after Valentine?s Day, and chances are someone around your office is feeling at least a little bit heartbroken.

Hopefully it?s not because of the person sitting in the cubicle across the way.

A post this week finding that nearly 4 in 10 people had dated a co-worker got many readers talking about their own office romances, or lack thereof.

The majority readers who took our survey said they and their co-workers mostly stick to work around the office ? these days. But many admitted that they had initially met their love of their lives while also earning their wages.

?I had one office romance 22 years ago ... we've been married now for 20 years,? one reader wrote.

Asteroid in record Earth near-miss

An asteroid as large as an Olympic swimming pool has raced past the Earth at a distance of just 27,700km (17,200mi) - the closest ever predicted for an object of that size.

It passed far closer even than the geosynchronous satellites that orbit the Earth, but there was no risk of impacts or collisions.

Its closest approach was at 19:25 GMT.

For regions in darkness, it should remain visible until about midnight through good binoculars or a telescope.

The asteroid's arrival was preceded by a damaging meteor event in Russia on Friday - but indications from the meteor's path suggest that the two events are entirely unrelated - just a "cosmic coincidence", as Alan Fitzsimmons of Queens University Belfast told BBC News.

The asteroid orbits the Sun in 368 days - a period similar to Earth's year - but it does not orbit in the same plane as the Earth.

As it passes - at 7.8km/s (17,450 mi/hr) - it will come from "under" the Earth and return back toward the Sun from "above".

It passed directly over the eastern Indian Ocean, making for the best viewing in Eastern Europe, Asia and Australia.

But keen viewers everywhere used several live streams of the event on the internet, including a feed from the Jet Propulsion Laboratory at Nasa.

2012 DA14 was first spotted in February 2012 by astronomers at the La Sagra Sky Survey in Spain - once a fairly small-scale, amateur effort to discover and track asteroids that has in recent years become a significant contributor to our knowledge of these "near-Earth objects".

They caught sight of the asteroid after its last pass, at a far greater distance.

From their observations, they were able to calculate the asteroid's future and past paths and predict Friday's near-miss - which will be the closest the object comes for at least 30 years.

Prof Fitzsimmons said that it is a scientific opportunity not to be missed.

"When asteroids come this close, it's very important to try to learn about them - it's become so bright, so it's so easy to study," he told BBC News.

"We get an additional insight into these small objects, which are the most likely impactors on Earth."

The Ravens eventually must decide whether to apply the non-exclusive franchise tag (at $14.6 million for 2013) or the exclusive franchise tag (at, under current calculations, more than $20 million for 2013) to quarterback Joe Flacco, unless the two sides can work out a new contract.

Under the former, another team could pilfer the Super Bowl MVP, giving the Ravens two first-round picks as compensation if Baltimore can?t or won?t match an offer sheet signed by Flacco.? Under the latter, Flacco can?t talk to any other team.

As explained by Albert Breer of NFL Network, the rules give the Ravens a way to soften the cap blow from using the pricier level of the tag.? If the Ravens opt to go ?exclusive? with Flacco, the cap number will remain at $14.6 million through April 19.? At that point, it will become the average of the five highest quarterback cap numbers for 2013.

Nearly two weeks ago, we listed the five highest 2013 quarterback cap numbers, currently:? $21.55 million for Patriots quarterback Tom Brady, $20.82 million for Lions quarterback Matthew Stafford, $20.35 million for Giants quarterback Eli Manning, $20 million for Broncos quarterback Peyton Manning, and $19.6 million for Steelers quarterback Ben Roethlisberger.? Restructurings or extensions would cause some of those numbers to drop, thereby dropping the average below its current level of $20.464 million.

The ability to carry Flacco on the books at $14.6 million through April 19 makes it easier for the Ravens to use the exclusive level of the tag and still transact other business.? Then, if they don?t have a long-term deal in place with Flacco by April 19, they?d need to be able to absorb the higher cap charge.
