Affordable, healthy homes increasingly out of reach for Kiwi families ...

Young families are being locked out of home ownership by rising house prices, and high rents

New statistics show that home ownership has fallen to a new low and families are increasingly being locked into unaffordable renting, Green Party housing spokesperson Holly Walker said today.

The Household Economic Survey, released by Statistics New Zealand today, shows that the homeownership rate, including homes owned by family trusts, has fallen from 70% five years ago to 65% in 2012. A record 562,000 families now pay rent, up 106,000 in five years.

The figures show families locked into renting are finding housing costs increasingly unaffordable with 215,000 renting families now paying over 30% of their incomes on housing up from 181,000 in 2008 when this figure was first reported. 30% of income is the generally recognised affordability limit for housing.

"Young families are being locked out of home ownership by rising house prices, and high rents," said Ms Walker.

"The homeownership rate has plunged to just 65% and a record 562,000 families are renting. More than 200,000 families are now paying over 30% of their income on rent.

"Young families are locked in a catch-22 situation. They can't afford to compete with wealthy property investors to buy their own homes, and they can't save up a decent deposit because those property investors demand high rents to make a profit. Instead, they are stuck paying a large slice of their incomes for homes that are often poorly insulated and unhealthy.

"Neither National's plan for 600 expensive houses in Hobsonville nor Labour's plan to get more affordable housing to market address the problem that most renting families are unable to get together a deposit in the first place. Nor will they address the fact that many rentals are poorly insulated.

"A Green Party Member's Bill, the Energy Efficiency and Conservation (Warm Healthy Rentals Warrant of Fitness) Amendment Bill, currently in the ballot would address part of the problem by setting insulation standards for rental properties, ensuring that the over half a million families who are renting have warm, healthy homes to live in.

"The Heat Smart scheme has proven government can successfully work alongside business and community groups to fix a housing problem while easing the cost for families in need. We need a similar solution on affordable housing," said Ms Walker.

US pushes to keep entrepreneur jobs in the country

CAMBRIDGE, Mass. (AP) ? The Obama administration's top immigration official says his agency is working to attract and keep more foreign-born high-tech entrepreneurs who are seeking to start companies in the U.S., a move he hopes will help the nation retain its edge in an increasingly competitive global economy.

U.S. Citizenship and Immigration Service Director Alejandro Mayorkas acknowledged on Wednesday that his agency "has not been especially nimble" to adapt to fast-paced changes in the business landscape, even though it has been quick to respond to the humanitarian landscape.

That is changing, Mayorka said, since the agency added new training for adjudicators who evaluate business visa applications, including those for H-1B visas ? temporary employment visas for specialty occupations ? sponsored by startups companies whose profile do not fit that of traditional businesses.

"Three years ago if we'd received a petition for a H-1B visa from an individual working in a cubicle who might have received funding from a respectable venture capital firm, adjudicators might have rejected that application," Mayorkas told students and investors at the Sloan School of Management of the Massachusetts Institute of Technology.

"One of the goals of the immigration system: family unity, humanitarian relief and economic prosperity," he said. "And it is in the context of economic prosperity that we really are speaking today," Mayorkas said.

He unveiled a new website that provides entrepreneurs an easier way to navigate their immigration options under the so-called "Entrepreneur Pathways" initiative.

The measure is the first product of the unusual "Entrepreneurs in Residence" program under which the immigration agency recruited five entrepreneurs who reviewed the system and proposed changes to make it easier for investors to figure out their immigration options and communicate with the agency.

Next step? A review of existing laws and practices to ensure that they achieve their full potential.

"We've done a remarkable job, I think, in training our adjudication corps in terms of unique profiles of startup companies and our entrepreneurs. The Entrepreneurs Pathways has followed. We are going to be looking at our policies and practices ... to ensure that we are maximizing existing laws' full potential," Mayorkas said. "But it is no substitute for the need for legislative reforms."

The initiatives drew rare praise from entrepreneur and Duke University researcher Vivek Wadhwa.

"It's the type of creative thinking that's needed to fix it because if you speak to immigration lawyers, they tell you that the big problem that they have is inconsistency, the same problem entrepreneurs have ? that to get one adjudicator they are able to get a visa, another one declines it and they never get a straight answer," Wadhwa said.

"So what they did here is they had a bunch of entrepreneurs work with the USCIS to go through the entire process, go through the books and see what was wrong with the system and they are systematically fixing the system," Wadhwa said. "I've got to give them credit for being innovative over here. I rarely say good things about governments. This is one of those rare occasions when they do something right."

Wadhwa said immigrants are major contributors to the U.S. innovation and competitiveness.

Foreign-born entrepreneurs founded engineering and technology companies that employed about 560,000 people and generated an estimated $63 billion in sales from 2006 to this year, he said, citing his research released last month.

That contribution, however, is in jeopardy as the growth rate of immigrant-founded companies has stagnated because of visa policies, bureaucracy and immigration laws, Wadhwa said.

"We're choking off the pipeline here," Wadhwa said "We are boosting the economies of our competitors, in other words, the people that we'd want here starting companies and building innovation here are doing it in ... India, China, Brazil and Mexico" where researchers are seeing the most innovation because of U.S.-educated returnees.

Mayorkas said his agency is pushing to ensure that existing immigration laws realize their potential to attract job-creating entrepreneurs and enable them to bring and retain people with the expertise and special skills that they need to grow and flourish.

"We know that there is a tremendous need for more accessible pathways for entrepreneurial talent to come and remain here in the United States," Mayorkas said.

Dow reverses course to close 100 points higher

Stocks reversed early losses to finish near session highs Wednesday following positive comments from President Barack Obama and Speaker John Boehner on the ?fiscal cliff? issue.

The Dow Jones Industrial Average jumped 106.98 points, or 0.83 percent, to end at 12,985.11, led by Hewlett-Packard and Chevron , erasing its earlier triple-digit loss.

The S&P 500 advanced 10.99 points, or 0.79 percent, to finish at 1,409.93. The Nasdaq rallied 23.99 points, or 0.81 percent, to close at 2,991.78.

The CBOE Volatility Index, widely considered the best gauge of fear in the market, ended below 16.

All key S&P sectors ended in positive territory, led by consumer discretionary and energy.

"My hope is to get this agreement done before Christmas," said Obama at a White House event addressing middle-class Americans, helping to add further fuel to the rally.

In addition, Boehner said while he is still opposed to raising U.S. income tax rates, Republicans are willing to put revenue on the table if accompanied by spending cuts.

And former White House chief of staff Erskine Bowles said the White House will not insist that tax rates on upper-income Americans increase all the way back to the Clinton-era level, following meetings he had with Obama, Treasury Secretary Tim Geithner and other negotiators.

?It?s going to a be headline driven market, but stocks are likely to rally this week,? said Todd Schoenberger, managing partner at LandColt Capital, citing seasonal factors following the Thanksgiving week. ?And for regular Americans, the fiscal cliff mess won?t be a true mess until they see their first paycheck in January.?

Stocks flip-flopped in the past two sessions as investors reacted to every headline from lawmakers in Washington. Wall Street lost ground in the last hour of trade on Tuesday after Senate majority leader Harry Reid said there had been little progress in dealing with the issue.?

Obama hosted another summit with business leaders at the White House to discuss the country?s fiscal problems. Chief executives of Goldman Sachs , American Express and Caterpillar , among others are expected to attend.

?You have an 11-percent gain on the S&P 500 this year?I can sell now and know what my capital gain and income taxes are going to be. But I have no idea what they?re going to be in 2013,? explained Brian Battle, vice president of trading at Performance Trust Capital Partners. ?So I think there?s going to be a lot of selling ahead, not for fundamental reasons but for technical reasons.?

Meanwhile, the U.S. economy chugged along at a moderate pace in recent weeks, according to the Federal Reserve's latest Beige Book summary of regional economic conditions. Five of the Fed's 12 districts reported concerns about next year's outlook, related in part to the looming fiscal cliff.

The Fed's report comes two weeks ahead of the central bank's next policy-setting meeting.

Costco rallied after the wholesale retailer announced a special dividend of $7 per share after reporting better-than-expected sales. Other companies including Las Vegas Sands , Ethan Allen and CNH also announced special dividends this week alone, ahead of next year's possible tax increase on dividends.?

Microsoft said it sold 40 million Windows 8 licenses in the month since the launch, one of the new co-heads of the unit told Reuters.

Knight Capital surged after electronic market-making firm Getco made a $3.50 a share offer for the troubled trading company. Getco already owns about 31 percent of Knight's outstanding shares. Meanwhile, Virtu Financial submitted a rival bid of "nothing less than $3.00 a share," according to sources.

Among earnings, Green Mountain Coffee Roasters spiked higher after the specialty coffee company topped forecasts and handed in better-than-expected earnings guidance for the quarter and the full-year.?

Earlier, stocks tumbled near session lows following nes that new home sales dipped in October to a seasonally adjusted 368,000, according to the Commerce Department. The Commerce Department added that Hurricane Sandy probably had a "minimal" effect on sales activity, and did not affect collection of data.

?The numbers are going to be bumpy,? said Battle. ?The housing market problem is going to last a long time so one month won?t make or break the economy.?

Weekly mortgage applications declined last week, while demand for mortgage purchases gained for a fourth-consecutive week, according to the Mortgage Bankers Association.

SEC's Walter may take similar path to ally Schapiro

WASHINGTON (Reuters) - For the past four years, Elisse Walter stood out at the U.S. Securities and Exchange Commission for her deep loyalty to SEC Chairman Mary Schapiro.

Now the veteran regulator and SEC commissioner - one of two Democrats on the SEC - is moving to the fore at the powerful agency, taking over the chairmanship after Schapiro steps down next month. The promotion is prompting regulatory watchers to talk about whether Walter will blaze her own path.

"She has been very loyal to Mary Schapiro, and there are times when I thought she prioritized her loyalty to Mary over sometimes even her own positions on an issue," said Barbara Roper, the director of investor protection for the Consumer Federation of America.

"It will be interesting to see what she is like when she comes out of Mary's shadow. Will it be more of the same? Or ... will her own style and views become more apparent?"

Walter's and Schapiro's strong working relationship has carried through their closely intertwined career paths to their nearly uniform agreement on controversial regulations.

The two women first worked together at the SEC, when Schapiro started there as a commissioner in 1988 and Walter worked as a deputy director in the Corporation Finance Division.

They later worked together at the Commodity Futures Trading Commission and the Financial Industry Regulatory Authority before returning to the SEC, where they served side by side.

With just one exception, Walter has publicly voted for all of the regulations championed by Schapiro - from the controversial "proxy access" rule later overturned by a U.S. appeals court to rules that force companies to disclose if their products contain certain African conflict minerals.

Walter's only public dissent was over a rule creating a central database that stores every trade order, execution and cancellation. Walter argued that the rule was too weak.

For the most part, the financial services sector and the legal community are not expecting many surprises when Walter takes over the agency's reins next month after Schapiro steps down from her post.

"She will pursue the agenda that Schapiro started," said Thomas Sporkin, a former top SEC enforcement attorney now with Buckley Sandler, a financial services law firm. "Essentially you are handing off the mantle to somebody who has the same agenda."

That would probably mean moving full steam ahead with finalizing Wall Street reforms required by the Dodd-Frank Act of 2010, including adding transparency to the derivatives market and revamping oversight of credit rating firms.

It could also mean trying to advance Schapiro's own initiatives, including reworking the structure of U.S. markets to ensure that high-frequency traders don't get an unfair edge over ordinary investors.

But Walter is facing a challenge that Schapiro did not for most of her tenure - trying to win support for reforms from an SEC split between two Democrats and two Republicans. Even if President Barack Obama moves quickly to nominate another commissioner, it is expected to take months to secure Senate confirmation.

"The SEC chairmanship is a difficult job any way you cut it, and at least as it stands right now, she is dealing with a four-person instead of a five-person commission," said David Tittsworth, the executive director of the Investment Adviser Association. "I don't think her job was made any easier by the fact that you lose Schapiro."

SMART AND TOUGH

Walter, 62, is a Brooklyn-born Democrat who has spent most of her career as a financial regulator.

With an undergraduate degree from Yale and a law degree from Harvard, Walter has a reputation as a smart and accomplished attorney with a deep knowledge of the industry.

She is well respected in SEC circles, including by those who tend not to agree with her liberal-leaning regulatory philosophy, and many say she's been accessible to interest groups.

Former Republican SEC Commissioner Paul Atkins, who has known Walter for 22 years, said her deep SEC background will be an asset.

"There is a lot of promise there," Atkins said. "If she draws on all of that, I think she can do a great job."

Walter joined the SEC as a commissioner in July 2008, a tumultuous time in both the agency's history and her personal life. About a month into her tenure, Walter was diagnosed with ovarian cancer. It was the second time in her life she had fought cancer. She had successfully beaten breast cancer during her career at the CFTC in the 1990s.

Walter underwent treatments at the same time as the SEC was dealing with the collapse of investment bank Lehman Brothers and acute criticism for not uncovering Bernard Madoff's decades-long $65 billion Ponzi scheme.

Today, Walter is in good health, with no signs of cancer.

Though her SEC term technically expired in June, she will be able to continue serving at least until the end of December 2013.

Walter has been coy about whether she wants a longer appointment as the head of the SEC, and the White House is said to be looking at other replacements with potentially more name recognition.

Among those names are Sallie Krawcheck, a former top executive at Bank of America and Citigroup, and Treasury official Mary Miller, who spent 26 years at T. Rowe Price.

FAVORS MORE MUNI DISCLOSURE

Although Walter's policy positions have mostly been in lockstep with Schapiro's, Walter found her niche at the SEC.

She is probably best known for championing potential reforms for the U.S. municipal market. Earlier this year, she played a leading role in the rollout of a new report by the SEC calling for new measures to bolster investor protection, such as forcing states and cities to disclose more financial information.

Scott Lilienthal, a partner in Hogan Lovells and president of the National Association of Bond Lawyers, said Walter has demonstrated a willingness to be flexible on new rules for the muni market. He described her as "pragmatic."

POSSIBLE FIDUCIARY FIGHT

Another area in which she's been vocal is the oversight of investment advisers.

Two years ago, Walter dissented on a key SEC study that laid out three potential ways to enhance the oversight of investment advisers because of a lack of resources at the SEC.

Walter said the study lacked balance and failed to address the many benefits of self-regulation - an option staunchly opposed by investment advisers, who believe it would add an onerous layer of regulation by a brokerage watchdog that doesn't intimately understand the advisory industry.

Her views on the issue have made "a lot of advisers nervous," said Knut Rostad, the president of the Institute for the Fiduciary Standard, a group designed to promote and protect the investment advisory fiduciary standard that already exists.

"Given what she has done on the SRO (self-regulatory organization) issue might lead one to believe she may be more aggressive."

Factbox: Key elements of the Greek debt deal with the euro zone and IMF

BRUSSELS (Reuters) - Euro zone finance ministers and the International Monetary Fund agreed on steps late on Monday to reduce Greece's public debt and help the country regain market access next decade.

Below are the main elements of the agreement.

- Greece will reach a primary surplus target of 4.55 percent of gross domestic product only in 2016, rather than 2014, to give the economy a better chance to start growing again.

- Greece will organize a debt buy-back of its bonds held by private investors. The buy-back will take place by Dec 12.

No amount or price was announced, except that the price offered is to be no higher than the closing prices for Greek debt on Nov 23. A source familiar with the ministers' discussions said the price under consideration was around 35 cents a euro.

- once the buy-back yields a positive outcome, the IMF will join the program and the euro zone will consider the following:

- a cut by 100 basis points in the interest rate on bilateral loans to Greece under the first bailout, reducing the rate to 50 basis points above financing costs or Euribor. Ireland and Portugal do not have to cut the interest because they themselves receive aid.

- the euro zone's temporary bailout fund, the EFSF, will cut its fees charged on loans to Greece by 10 basis points.

- maturities of loans to Greece, both bilateral and from the EFSF, will be extended by 15 years.

- Greece will not have to pay interest on loans received from the EFSF for 10 years.

- Profits from the European Central Bank's Greek bond portfolio, acquired during the bank's Securities Market Programme (SMP) will be handed over to Greece for debt servicing from the budget year 2013 onwards. No amount was given in the statement of the Eurogroup, but a euro zone source said this amounted to 11 billion euros.

- euro zone countries will consider further measures and assistance, including a further interest rate reduction on bilateral loans to Greece to help Athens reach debt sustainability when Greece reaches a primary surplus and meets all the conditions in the reform program.

- Greece's debt-to-GDP ratio is to fall to 175 percent in 2016, to 124 percent in 2020 and substantially below 110 percent in 2022.

- Euro zone countries will continue to finance Greece until it regains market access, if Greece sticks to the agreed reform program.

- Greece will get a tranche of aid of 34.4 billion euros in December, of which 10.6 billion will be for budget financing and 23.8 billion for the recapitalization of banks. A further 9.3 billion euros will be disbursed to Greece in three sub-tranches in the first quarter of 2013 if Athens meets reform milestones set by the lenders.

A formal decision on the disbursement of the money will be taken on Dec 13, if national procedures in euro zone countries are completed and following the review of the results of the debt buy-back operation.

Hezbollah says could hit all of Israel in future war

BEIRUT (Reuters) - Hezbollah leader Sayyed Hassan Nasrallah warned Israel on Sunday that thousands of rockets would rain down on Tel Aviv and cities across the Jewish state if it attacked Lebanon.

Speaking four days after the ceasefire which ended a week of conflict between Israel and the Islamist Hamas rulers of Gaza, Nasrallah said Hezbollah's response to any attack would dwarf the rocket fire launched from Palestinian territories.

"Israel, which was shaken by a handful of Fajr-5 rockets during eight days - how would it cope with thousands of rockets which would fall on Tel Aviv and other (cities) ... if it attacked Lebanon?" Nasrallah said.

The Fajr-5s, with a range of 75 km (45 miles) - able to strike Tel Aviv or Jerusalem - and 175 kg (386 lb) warheads, are the most powerful and long-range rockets to have been fired from Gaza.

But Hezbollah, which fought Israel to a standstill in a 34-day war six years ago, says it has been re-arming since then and has a far deadlier arsenal than Hamas. Nasrallah has said Hezbollah could kill tens of thousands of people and strike anywhere inside Israel if hostilities break out again.

"If the confrontation with the Gaza Strip ... had a range of 40 to 70 km, the battle with us will range over the whole of occupied Palestine - from the Lebanese border to the Jordanian border, to the Red Sea," Nasrallah said.

Hezbollah could hit targets "from Kiryat Shmona - and let the Israelis listen carefully - from Kiryat Shmona to Eilat", he said, referring to Israeli's northernmost town on the Lebanese border to the Red Sea port 290 miles further south.

The movement has warned that any Israeli attack against the nuclear facilities of its patron Iran, which has armed and funded the Lebanese Shi'ite Muslim militant group, would inflame the Middle East - though it has not specified its own response.

In a move it said showed it could penetrate deep inside Israeli defenses, it flew a drone over Israel last month. The drone was shot down after flying 25 miles into southern Israel.

Israel says its Iron Dome missile defense system knocked out 90 percent of the rockets fired from Gaza which were on course to hit populated areas.

TENS OF THOUSANDS MARK ASHURA

Nasrallah, who has lived in hiding since 2006 to avoid assassination by Israel, was speaking by video-link to tens of thousands of Shi'ite faithful in southern Beirut commemorating Ashura, the day when the Prophet Mohammad's grandson Hussein was killed in battle 13 centuries ago.

Wearing a black turban and robes in a sign of mourning, the 52-year-old cleric said his Shi'ite movement wanted to prevent sectarian tension in Lebanon - fuelled by the civil war in Syria - plunging his country into renewed conflict.

"We want to avert strife and Israel is our only enemy. We have no enemies in Lebanon," Nasrallah said.

Many Sunni Muslim political leaders blamed Hezbollah's ally Syria for last month's bomb attack which killed a top intelligence official and plunged Lebanon into political crisis.

The opposition March 14 coalition blamed Syria for the assassination and called on the Lebanese government, dominated by allies of Hezbollah and Syria, to quit.

Sporadic clashes have erupted since then, including a shootout in the southern city of Sidon two weeks ago when three people were killed after supporters of a Sunni cleric tried to tear down Shi'ite Ashura banners.

On Saturday the army said it arrested five people and seized 450 grams (1lb) of explosives in Nabatiyeh on the eve of an Ashura march in the southern Lebanese town which was attended by thousands of Shi'ite mourners, many striking their heads with blades to draw blood to mark the tragedy of Hussein's death.

Security sources said the arrested men were Syrians suspected of planning an attack on the Ashura processions but Nasrallah, speaking late on Saturday, suggested they were trying to send arms to the conflict in Syria.

"We already know that many Syrians arrive in Lebanon to buy weapons," he said. "Neither weather nor rain can frighten us, nor can explosions or security threats stand between us and Imam Hussein".

FBI uses Twitter, social media to look for securities fraud

(Reuters) - The FBI sees social media as a potential breeding ground for securities fraud, and has agents scouring Twitter and Facebook for tips, according to two top agents overseeing a long-running investigation into insider trading in the $2 trillion hedge fund industry.

April Brooks, a special agent in charge of the New York field office of the Federal Bureau of Investigation, and David Chaves, a supervisory agent, said it is hard to predict the next wave of securities fraud, but they add that it will have a lot to do with advances in technology and social media.

"I will tell you technology will play a huge part, social media, Twitter. Any kind of technology that is new and doesn't exist today, if there is any way to exploit it, these individuals will exploit it," Brooks told Reuters TV in an interview for the Reuters Investment Outlook 2013 Summit.

Brooks and Chaves oversee what the FBI calls "Operation Perfect Hedge," which has led to more than 60 convictions of hedge fund traders, analysts and industry consultants.

Last Tuesday, a day after the Reuters TV interview, the government charged a former employee of Steven A. Cohen's SAC Capital, Mathew Martoma, with a $276 million insider trading scheme that prosecutors called "the most lucrative" ever.

While Cohen, whose $14 billion hedge fund is one of the most successful and best known on Wall Street, was not charged with any wrongdoing, the complaint says he signed off on trades in Elan Corp and Wyeth in July 2008 ahead of bad news about a clinical drug trial the companies were working on.

Brooks and Chaves gave no hints about the SAC case in the interview, and declined to talk about active investigations.

"Some view insider trading as reaching this crescendo, and we have reached a top. I would suggest we have not," Chaves said.

Investors embrace Twitter
Hedge funds, big institutional investors and investment research firms, such as Muddy Waters (@muddywatersre), have embraced Twitter as a platform for sharing their ideas and investment strategies.

On November 20, PIMCO's Bill Gross tweeted via @PIMCO: "Bernanke confirms PIMCO's New Normal after 3 years! 2% economic potential at least for a time. Probably lower & longer Mr. Chairman."

Gross was referring to Ben Bernanke, chairman of the Federal Reserve, and PIMCO's portfolio positioning for what he calls a "New Normal" developed world economy - 2.0 percent real growth and 2 percent inflation.

"People have used Twitter as a powerful distribution mechanism, occasionally with meaningful market impact," said independent analyst Daniel Yu, who is an avid user of Twitter under the handle @LongShortTrader.

Studies and research reports have shown that Twitter can be used as an early indicator of changing investor sentiment around particular stocks and commodities. This allows Twitter data to be used to predict price fluctuations in the market.

One report, authored by academics Johan Bollen, Huina Mao and Xiao-Jun Zeng, says the degree of "calmness" of the Twitterverse can predict - with 87.6 percent accuracy -- how the Dow Jones industrial average will move two to six days ahead of time.

Some hedge funds and other investors have criticized U.S. authorities for cracking down on insider trading to distract attention from the fact that law enforcement has not been able to bring any prosecutions against Wall Street bankers over the financial crisis.

Brooks and Chaves acknowledged the criticism. They said there is a desire to prosecute, but the laws are not there to criminalize actions that some think deserve to be punished.

"I wouldn't say we have missed opportunities," Brooks said, commenting on the 2008 financial crisis. "There may be others who are responsible, but who don't necessarily violate the federal statutes."

The two agents, who both work in the securities division of the New York branch of the FBI, said that when they meet with people on Wall Street, they explain there is no vendetta or campaign against the hedge fund industry. The insider trading investigation is simply part of an effort to make the markets more fair for everybody.

"The message is we are out there, and we are going to continue to be out there," Brooks said. "This type of violation, this type of crime impacts everyone."

GOP senator: Fair to put raising revenue on table

(AP) ? A Republican senator said Sunday "it's fair to ask my party to put revenue on the table" as part of the solution to avoid the looming automatic tax increases and across-the-board spending cuts known as the "fiscal cliff."

South Carolina's Lindsey Graham said he's "willing to generate revenue" by steps such as capping tax deductions, which he says would most affect upper-income Americans. But he says he won't agree to higher taxes ? a position shared by most Republicans in Congress.

President Barack Obama wants to let tax rates rise for wealthy families while sparing middle- and low-income taxpayers.

Graham told ABC's "This Week" that "for the good of the country," he's ready to violate an anti-tax pledge followed by most Republicans if Democrats agree to big changes in entitlement programs.

Rep. Peter King, R-N.Y., said a pledge signed years ago should not necessarily apply in economic conditions that have changed greatly.

"I think everything should be on the table," he said, adding "I'm just saying we should not be taking ironclad positions."

King said on NBC's "Meet the Press" that "we have to show the world we're adults. The election's over." Get Obama and the congressional leaders in a room, he said. "That's what representative government should be about. No one gets all their way."

What Can Climate Talks in Doha Accomplish?

The international community's attempts to address global warming, and its potentially devastating consequences, resume in earnest today (Nov. 26), as delegates gather in Doha, Qatar.

This is the latest round in two decades of U.N. climate talks that have sought to stem rising greenhouse gases in the atmosphere, which climate scientists warn will lead to devastating sea-level rise, changes in weather and other natural systems.

In 2009, at talks in Copenhagen, negotiators established a goal: Cut emissions enough to cap warming at 3.6 degrees Fahrenheit (2 degrees Celsius) above the pre-industrial average, and so avert the worst repercussions.

Over the next two weeks, negotiators will, once again, take a crack at closing the gap between this target and current emissions trajectories, which some worry have placed the planet on a track for considerably more warming and more devastating effects. [How 2 Degrees Will Change Earth]

Here are some of the main points negotiators are expected to tackle in Doha:

Cutting emissions before 2020 & beyond

In Copenhagen, three years ago, some nations made pledges to cut emissions by 2020. The United States, for instance, said it would cut its emissions to 17 percent below the level in 2005. However, as three successive U.N. Environment Programme (UNEP) reports have pointed out, even if nations meet these pledges, global emissions are on track to surpass the target in 2020.

There are several potential ways to raise the level of ambition toward meeting this short-term goal, said Niklas H?hne, director of energy and climate policy at the independent research and consulting company Ecofys and a UNEP report author.

These include agreements by pledged countries to deepen their reductions; reductions from areas outside the realm of current national pledges, such as international transport; and pledges from new countries, including those in Middle East, H?hne said.

(Qatar, which is hosting this year's talks, emits the most carbon dioxide per capita in the world, according to World Bank figures. It did not make a pledge.)

Separately from these pledges, the Kyoto Protocol, an international treaty that required developed nations to cut emissions, may get new life in the short term. A small group of nations, including the European Union and Australia, may sign on to a second commitment period under the treaty.

The Kyoto Protocol's first commitment period expires this year. While the United States never signed on, other nations, including Canada, Japan and Russia, pulled out of the treaty.

And finally, there is a long-term agreement on the horizon. At Durban, a year ago, negotiators looked further into the future, laying the groundwork for a new agreement to be set up by 2015 and implemented in 2020. Many important details of this agreement remain to be resolved.

What needs to be done?

The nongovernmental group Climate Interactive has performed model simulations of the global energy system to look at possible pathways toward the warming cap. Their work has shown all successful pathways tend to include three components: more energy efficiency, more use of renewable energyand some kind of cost attached to carbon-dioxide emissions, Beth Sawin, the group?s co-director told LiveScience. Limiting carbon-dioxide emissions from deforestation and successfully limiting other greenhouse gases, such as methane and nitrous oxide, are also important, Sawin said.

"Without those elements, our model has difficulty producing pathways to 2 degrees [the cap on warming]," she said, adding, however, "if we are smart and start soon, the 2-degree goal seems to be within reach."

Part of the solution may come from outside the U.N. negotiation process, H?hne said.

He and colleagues, writing in the journal Nature Climate Changein an article published online in June, list 21 greenhouse-gas reducing initiatives for companies, cities and other entities, that cumulatively could put the 2-degree warming cap within reach.

These include emissions cuts by companies spearheaded by an association such as the World Business Council for Sustainable Development; and a coalition-led effort to reduce major cities' emissions.

"It has to be a combination of both," H?hne said of the top-down U.N. negotiation process and the sort of bottom-up efforts described in the paper. "Each one individually will not work."

The climate talks are scheduled to end Friday, Dec. 7.

No. 2 Alabama steamrolls Auburn 49-0

TUSCALOOSA, Ala. (AP) ? Alabama left no doubt it's tops in the state.

Proving it's the best team in the Southeastern Conference and perhaps the nation won't be nearly so easy.

AJ McCarron passed for four touchdowns and Eddie Lacy rushed for 131 yards and two scores to lead the second-ranked Crimson Tide to a 49-0 beatdown of rival Auburn on Saturday, the most lopsided Iron Bowl in 64 years.

The Tide (10-1, 7-1 Southeastern Conference) clinched the Western Division title outright and a spot in the conference title game against No. 3 Georgia with the winner likely getting a BCS national championship shot.

"To me, in all those games that I've been a part of, they are about as good as any game in the country other than the national championship game," Alabama coach Nick Saban said of the SEC title matchup.

Georgia will certainly present a tougher challenge the Tide faced Saturday.

Auburn (3-9, 0-8) completed the worst season for any team within two years of winning an Associated Press national title in what might have been the last game for embattled coach Gene Chizik.

University President Jay Gogue has only said he'll evaluate the program at season's end.

Chizik met Saban briefly at midfield, hugged McCarron, and walked off the field with cameras following his every move. He declined to discuss his future afterward.

"I'm not going to go into all of the job situation with any questions," he said. "This isn't about me. I've got a locker room of guys that are here that are very disappointed. That's my focus, I'm not going to entertain any of those questions. My focus is to be back in there with them."

Chizak said the Tigers' performance was "sad."

"Obviously that was a very disappointing loss, embarrassing loss to our state rivals," he said. "It was obvious to everybody.

"The Auburn fans, the Auburn alumni, don't deserve that."

And most haven't seen a game like this one. The biggest Iron Bowl margin was Alabama's 55-0 victory in 1948, the most lopsided in a rivalry that captivates a state.

This one could have topped that but Saban played subs for much of the second half. The Tide lost a fumble inside Auburn's 10 and then ran out the final seconds after getting to the 5.

Alabama outgained the Tigers 483-163 and had 25 first downs to Auburn's seven.

"We didn't take our foot off the gas," Lacy said. "We kept playing in the fourth quarter."

Auburn hasn't scored an offensive touchdown in the last two meetings since Cam Newton & Co. completed the rivalry's largest comeback in the Tigers' last visit to Bryant-Denny Stadium two years ago. This one supplied another milestone of sorts.

It's the first time Alabama has scored 40-plus points in two straight Iron Bowls, following last season's 42-14 win when Auburn managed to score on a kick return and fumble recovery.

The 42-0 halftime score was the same as the Tide had last week against FCS team Western Carolina, which finished 1-10. The previous largest halftime margin in the Iron Bowl was 34-0 by Auburn in 1957 in a 40-0 win during its only national title run before 2010.

"We had that sick feeling in our mouth," offensive lineman Chad Slade said. "You know, you hate to feel that way. I lost it last year, and I lose it this year. It's hard, it's real hard just to speak on it. Next year has to be a different story."

McCarron completed 15 of 21 passes for 216 yards in 2-1/2 quarters, including a pair of touchdowns apiece to Amari Cooper and Kevin Norwood.

Lacy ran 18 times for 131 yards, pinballing off defenders from a defense that ranks last in the SEC against the run.

Auburn freshman Jonathan Wallace completed 5 of 14 passes with two interceptions against the nation's top scoring defense. He's only the third freshman quarterback to start an Iron Bowl for the Tigers and first since Gabe Gross in 1998.

Wallace voiced his support for Chizik.

"He should be back. I definitely love coach Chizik and the whole coaching staff," he said. "They know exactly where this program needs to go, and they know what to do. I hope they are back next year. I really have no doubt. I really do believe they will be."

Tre Mason ran 21 times for 82 yards for Auburn, topping 1,000 for the season on the game's final play.

The Tide produced an array of big plays running and passing. McCarron and Cooper ? who had five catches for 109 yards ? connected for touchdowns of 37 and 29 yards. Norwood scored on a 7-yarder and a 38-yarder that completed the scoring with 24 minutes left.

Alabama produced touchdowns on its first seven possessions until a fumble deep in Auburn territory ended that streak.

The Tide also converted its first 11 third-down tries.

The worst news for Alabama was on the injury front. Saban said wide receiver Kenny Bell sustained a broken left leg and will have to have a rod inserted.

Auburn only pushed the ball across midfield only twice, making it as far as the Tide's 41 in the first quarter before punting. The Tigers have been outscored by 129 points in their last three SEC games, all against Top 10 SEC opponents Texas A&M, Georgia and Alabama.

The Tide shut out four opponents this season, the most in a season for Alabama since 1979. Last season's team also shut out LSU in the BCS title game in January.

"This was a great team victory," Saban said. "Everybody contributed. We asked for everyone to play their best game today. When you make a commitment to something, it comes from the heart, and I really thought our players did that."

Gas explosion in Springfield, Massachusetts levels building, injures eight

(Reuters) - An explosion triggered by a gas leak destroyed a building in downtown Springfield, Massachusetts, on Friday, injuring at least eight people although none seriously, police said.

Springfield Police Captain William Collins said the building, a gentleman's club, exploded at about 5:25 p.m. as the gas company was looking for a leak under the road.

"The whole building is completely gone," Collins told Reuters by telephone. "The building was leveled ... there was extensive damage to a building across the street.

Eight people injured in the explosion were taken to Baystate Medical Center in Springfield, but none was in critical condition, said hospital spokeswoman Jane Albert.

The medical center did not expect to receive any more people injured in the explosion, Albert said.

Images on a local CBS affiliate showed buildings with shattered windows, debris scattered in the street, and emergency services entering the area.

A representative of the Columbia Gas company told television station 22News that two employees had been injured in the explosion, but were both expected to survive. Columbia Gas could not be reached for comment.

Witnesses described to local media a massive explosion that shook the ground and sent up a huge cloud of smoke.
